Scott Millican, former secretary of the Pocahontas County Public Service District (PSD) board, submitted his resignation to board president Mark Smith on November 4. Millican has served on the board since September, 2006, when he replaced Calvin Hill, who also resigned.

Millican, a real estate professional, said he needed to put more time into his work and other personal commitments.

“There are personal commitments I need to focus on,” he said. “I need to make a living.”

The Snowshoe resident expressed regret at not being able to finish out his six-year term.

“I would have liked to, but the situation didn’t allow me,” he said. “It’s really been a struggle because I very much wanted to finish my term. I put a lot of effort and hard work into it over the years.”

Millican said the PSD faces two major challenges in the coming year.

“First and foremost, to have a capable management structure for the PSD, with job descriptions clearly outlined,” he said. “And going forward with this project for our sewer customers is very important. Having someone in a capacity to monitor it and babysit it, for lack of a better term, is what it’s going to need.”

The former board member said his greatest accomplishment was bringing openness to the PSD

“I had the willingness and desire to bring transparency to the PSD transactions,” he said. “It really comes back on the board if you fail to do so. The only reason not to be transparent is if you don’t know what you’re doing or you don’t want people to know what’s going on.”

The county commision is responsible for filling the vacancy on the PSD board.
